General Statement of Job

Responsible for the strategy, planning and execution of risk management at Austin Community College District (ACC).  Provides management support for a wide range of risk management issues and general services.  Develops and sustains loss control/exposures management programs for ACC.

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  1. Leads the college's effort to identify loss exposures faced by the institution and select, implement and monitor the most effective and economical techniques for treating these exposures.
  2. Oversees insurance responsibilities, including those responsible for claims management, safety and operations assets, campus workers compensation administration and events. 
  3. Leads and conducts complex and varied analyses of risk exposures for issues or concepts with broad impact. Uses data to evaluate the College's compliance with risk management goals. Performs research related to risk management operational issues. Investigates events for potential liability.
  4. Ensures policies and processes reflect new developments, updated regulatory requirements, and best practice methodologies. Regularly leads and guides senior management on risk management matters, impacting the College District. Informs risk leadership on a regular basis about areas of risk exposure and plans to address those exposures.
  5. Analyzes and determines the college risks that can be cost effectively transferred to insurance, self-insurance programs, or to third parties through contracts, agreements, or other risk transference techniques.
  6. Manages all Property and Casualty Insurance and related Third Party Administrators for the college, including workers compensation, general liability, educators' legal liability, foreign liability, aviation liability, vehicle liability, crime, building and contents, property, international travel, cyber security, and various other insurances. 
  7. Regularly leads and conducts complex and varied analyses of issues or concepts with broad impact. Uses data to evaluate the College's' compliance with risk management goals. Performs legal research related to risk management operational issues. Investigates events for potential liability. Provides reports and presentations to senior management and key campus administrators and constituents on risk management processes, accomplishments and strategic directions.
  8. Prepares, drafts, and finalizes insurance bid specifications based on college risk exposures; oversees pre and post-bid processes, negotiates best insurance coverages and pricing.  Implements insurance programs and monitors effectiveness.  Manages, monitors, and forecasts insurance and self-insurance budgets.
  9. Negotiates with insurance companies on settlements to benefit the college.  Meets with claimants, insurance adjusters, and attorneys regarding aspects of claims. Monitors claims and incidents for early interventional opportunities to mitigate exposure and prevent further events.
  10. Oversees the administration of the College's comprehensive insurance protections including property and casualty policies, and coordinate claims activities. Provides proof of insurance or self-insurance to all third parties for leases, contracts, activities, and other reasons.
  11. Acts as an administrator of federal, state and other loss recovery grants and efforts; oversees loss prevention, mitigation and recovery programs. Responsible for any reporting to federal agencies necessary under Enterprise Risk Management (ERM).
  12. Participates as a member of the ACC Emergency Operations Center Team, including participation in College committees and councils on developing policies and procedures to best protect the College and support its educational mission.
  13. Provides 24 hours on-call emergency assistance and consultation as needed.
  14. May represent the organization in litigation and non-litigated matters and coordinates with attorneys, third party administrators and College Administrators.
