Under the general supervision of the Executive Director, Student Assistance and Veterans Affairs (Executive Director), responsible for assessing all existing controls and practices; identifying areas where improvement is needed in relation to Federal Title IV and state aid regulations and standards; and ensuring that all campuses in a large multi-campus structure maintain an acceptable level of uniformity, consistency, and quality in addition to adhering to all applicable regulatory requirements regarding financial aid.

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  1. Supervises, trains, coaches, directs, coordinates, and disciplines direct reports while adhering to organizational human resource policies and procedures as well as related employment laws.
  2. Monitors regulatory and administrative requirements for Title IV federal student aid programs, identifies regulatory changes and systematic problems, may survey other colleges for responses, and briefs the executive director of recently adopted regulations with respect to Title IV aid and state aid programs along with proposed solutions including plans, recommendations, and timetables for effectively implementing changes appropriately both for compliance and administrative effectiveness for Austin Community College (ACC). Alerts staff to proposed changes.
  3. Creates, coordinates, and publishes an internal policies and procedures manual for each area and specific function within the Student Assistance Office and updates/communicates changes to assure compliance with regulatory and administrative requirements for Title IV federal student aid programs.
  4. Provides training to direct reports and related staff on updates and issues with respect to state and federal financial aid programs.
  5. Assists in the management of the day-to-day operations of assigned areas.
  6. Works with executive director to ensure the ACC system is configured in a manner that is compliant with federal, state, and institutional regulations.
  7. Establishes monitoring and reviewing controls to ensure adherence by staff to the code of federal regulations with respect to Title IV federal student aid and state regulations regarding state financial aid programs.
  8. Provides subject matter expertise for all related training.
  9. Develops and ensures federal and state compliant content for financial aid websites and assists in the coordination of the relevancy, usefulness, and accuracy of information on other ACC websites related to financial aid, and ensures overall compliance with federal consumer protection and disclosure requirements.
  10. Performs random quality assurance testing on process financial aid files.
  11. Participates in local, regional, and national financial aid organizations to stay abreast of all regulatory changes.
  12. Participates in the data gathering and coordination for a successful annual financial aid audits, may serve as the lead representative for the FAQs during reviews, and assists in post-audit responses.
  13. May serve as a back-up liaison with the US Department of Education and assist the executive director in other duties or projects.
