General Statement of Job

Responsible for the strategy, planning and execution of safety/environmental management, emergency management, and business continuity programs at Austin Community College District (ACC).  Primary campus point of contact for state and federal regulatory agencies with ACC in the areas of occupational safety, industrial hygiene, emergency management, fire protection, environmental management, and safety/ security internal/external audits. Works with the faculty, staff, students, and the community to go beyond the regulatory requirements to build a culture of cooperation and success in safety, environmental management and emergency management. 

This position works closely with Safety and Environmental Management Department, District Police Department, Buildings and Grounds, Security, Student Services, Human Resources, Facilities Management, Risk Management and other departments to establish comprehensive and integrated compliance strategies.

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  1. Directly manages the development, implementation, and evaluation of the collegewide safety and environmental management system, to ensure the security and safety of college facilities, assets, intellectual assets, information technology/computer systems. Results provide a safe, secure environment for the entire college community.
  2. Designs, establishes, maintains and documents for an organizational structure staffing to effectively accomplish the organization's goals and objectives. Provides managerial direction and control of departmental activities; plans, directs, and reviews the activities and operations of the department; Supervises, trains, coaches, directs, coordinates, and disciplines personnel while adhering to organizational human resource policies and procedures as well as related employment laws. Recommends hire and termination personnel actions for positions supervised.
  3. Responds to college emergencies and provides essential leadership.
  4. Directs the development, implementation, and assessment of Austin Community College crisis management/business continuity policies and procedures and emergency operations activities. Ensures adherence to emergency management goals, including providing for restoration of services, functions, and facilities as timely as possible.
  5. Oversees and provides direction for major environmental, health, and safety projects.
  6. Develops and directs short- and long‐range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates effectiveness, and effects changes required for improvement.
  7. Administers operational budget and long‐range Facilities Improvement budget planning cycle in support of safety and environmental management, crisis management, and business continuity.
  8. Coordinates with regulatory authorities and city and state advisory committees regarding issues such as environmental issues, regulatory/safety issues, crisis management, and others.
  9. Coordinates the process to ensure that all required safety and environmental department related permits and licenses are obtained.
  10. Provides collegewide guidance regarding "best practices" for continuity of operations solutions and guidance to maintain an environment for the protection of personnel, property and information.
  11. Directs collegewide training and ensures appropriate steps are taken to ensure collegewide regulatory compliance.
  12. Participates and provides leadership on various collegewide committees, councils, and process improvement teams, acting in an advisory capacity.
  13. Works with the faculty, staff, and students to go beyond the regulatory requirements to build culture of cooperation and success in safety, environmental management, and emergency management.
