General Statement of Job

To work with Library Services faculty and staff as a buyer with vendors and external groups for library and instructional materials in all formats for Teaching & Learning Excellence Division//Library Services (TLED/LS); to be responsible for locating and acquiring resources in all formats within Austin Community College (ACC) purchasing guidelines.

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  1. Works within a team environment to ensure quality customer service to internal and external clients.
  2. Processes electronic and manual orders for library resources in a variety of formats.
  3. Determines best vendor/service for each purchase based on price, quality, and other criteria.
  4. Communicates independently with vendors and publishers to successfully complete duties.
  5. Monitors fund allocations, encumbrances and expenditures for selected operating and capital accounts in Technical Services and Library Automation (TSLA) budget and reconciles fund balances in proprietary library system.
  6. Uses ACC-issued procurement card, documents transactions, reconciles encumbrances, and prepares end-of-the-month reports.
  7. Uses EDIFACT or similar communication standards to move electronic order records from vendor system to proprietary library system.
  8. Works closely with ACC's Purchasing, Accounts Payable, and Accounts Receivable departments.
  9. Monitors receipt of materials, verifies and processes claims for items or invoices not received. Determines appropriate method of reconciling claims.
  10. Cooperatively works with ACC's Purchasing Department to ensure compliance with ACC and state purchasing policies and regulations.
  11. Maintains acquisitions functionality in proprietary library system.
  12. Creates and maintains order, item, fund, and vendor records in proprietary library system.
  13. Assists TSLA staff with maintaining files of vendor contact and tax identification information.
  14. Provides statistics on materials acquired and assists Head Librarian with preparing reports.
